V'Chulam MiKablim is a commentary made by the Rabbi's (Men of the Great Assembly who compiled the text to prayer} on the "Kadosh, Kadosh,Kadosh" which comes from Isaiah 6:3)

It is the Shacharit payer that begins with Et Shaym - 3 paragraphs after Yishtabach.

The angels all give each other permission to express themselves in their daily prayers which end in Kadosh, Kadosh, Kadosh: We, who try to exemplify the purity of the angels, should even more so respect each other and be accepting of each other's prayers.
